The Commission for Development Cooperation meets twice a year and decides on the submitted proposals. The proposals are assessed according to a set of criteria (quality of the proposal, relevance, effectiveness, impact, sustainability, transparency of funding and ethical aspects of the project). A degree of rotation in the allocation of funds is taken into consideration, as are organisations domiciled in the region.
